PY2021 Annual Action Plan Amendment 3

The City of Waukegan is an entitlement community eligible to receive assistance under the United States Department of the Housing and Urban Development (HUD). All grantees are required to submit to HUD an Annual Action Plan detailing the use of Community Development Block Grant (CDBG) funds which provides a concise summary of actions and programs that will be used to address priority needs and specific goals identified in the Consolidated Plan. The City of Waukegan is proposing a "Substantial Amendment" to the Program Year 2021 Annual Action Plan. The purpose of the Public Hearing is to discuss the 2021 Annual Action Plan Amendment 3 of the CDBG Program.

A total of $275,000.00, in additional funds will be allocated to two programs: an additional $100,000.00 will be allocated to the Rehab Administration Program and $175,000.00 will be allocated to the Housing Rehab Program. The City of Waukegan expended the originally funded amounts due to an increase in the completion of projects, establishing the need to allocate more funding to the two aforementioned programs. Additionally, funding that was not expended in prior years will be allocated towards those projects.

HUD requires an approval by local legislators and a 30-day public comment period prior to submission of this document. The 30-day public comment period will start April 26, 2022, ending May 26, 2022. The City will host a Public Hearing on May 19, 2022 at 5:00pm at Council Chambers-2nd Floor of City Hall, 100 N. Martin Luther King Jr. Avenue., Waukegan, IL, 60085.

CDBG staff is seeking City Council approval of the 2021 Annual Action Plan Amendment 3 to be approved on May 16, 2022.
